		<description>I&#039;m concerned the paperwork hassle and lack small profit amount will keep people from going forward.  With the car programs the numbers were large enough for dealers to take on the paperwork effort, and know the rules.  

Here the owner will be tasked with the red tape, and the risk of messing things up and getting nothing.  I would hope the government would relax the paperwork, and be understanding of the general public&#039;s lack of bureaucratic abilities.

Or this may just leave more money available for those who are willing to take on the paperwork.</description>
